Pre-Verification of Conformity (PVoC) Program
The Pre-Verification of Conformity (PVoC) is a mandatory conformity assessment program implemented by internationally accredited third-party inspection and certification bodies. Conducted in the country of origin, this program ensures that goods and products destined for South Sudan comply with applicable standards, safety protocols, and quality requirements. Its primary goal is to protect consumers and prevent the importation of substandard goods.
The legal basis for the PVoC program is established under Section 8(e) and Section 9(i,e) of the National Bureau of Standards Act (2012).
All consignments subject to PVoC must secure a Certificate of Conformity (CoC) prior to shipment. Without this certificate, goods arriving at South Sudan’s borders may be rejected or penalized. The PVoC process includes physical inspections, laboratory testing, documentary reviews, and factory audits when necessary.
The South Sudan National Bureau of Standards (SSNBS) is actively implementing technical reforms and aligning the PVoC procedures with international regulations to ensure effective enforcement and compliance.
